1999 Ford Expedition Not starting

My 1999 Ford Expedtion 5.4L wont start. I checked the battery, starter, solenoid, and fuses. All are good. When I turn the key, I get the chimes and dash lights and everything that is supposed to work works however when I turn the key the dash lights go out (i think that is normal anyway) and nothing else happens.......I can hear somewhat of a click under the console but nothing under the hood......meaning no clicking, starter doesn't make noise, nothing....I was thinking a relay could be the problem but I don't know where to go from here.

Try this. Have a helper turn the key to the start position while you check for power to the smaller wire on the starter. You should be getting 12+ volts. If you are the starter is bad. If not, then I would try replacing the relay.
