1997 Ford Expedition Changing Fuel Filter

Where is the fuel filter located and how do you change it? Are special tools required? Would there be something else that would cause the truck to almost completely lose power for several seconds at highway speeds? This only happens occasionally and will usually do it several times in a row before the problem seems to clear and then it does not do it again for several weeks. Once the truck has slowed and you've let off the gas, the problem seems to resolve itself.

If it was the fuel filter, it would have to sit for a while for the sediment to settle in the filter. Is the check engine light on or has it come on while this was happening? Sounds more like the fuel pump than the filter. Filter is on the frame rail, d/s under the truck and yes it does take a release tool. Might not be a bad investment if you keep the truck any longer, inexpensive tool
