Escort brake pedal too low

Hi, got a 1997 1.6 Escort RHD, THE BRAKE PEDAL IS TOO LOW , so the brake light switch is on all the time. It needt to be about2-3cm higher, the lingage the the servo and master cylinder look ok, there is no adjustment on the footbrake end, is it possible the pedal or cage is bent?! :?

I would check my brake pads and brake shoes. When they are worn bad enough the pedal has to travel farther to engage. If these are ok you might have air in the lines, so try bleeding the brakes starting at the right rear, left rear, right front, then left front, of course start at the master cylinder first.
