Car wont start 1.9 93 Escort - How do you releive fuel pres?

Help. Car rotates but is not starting

Sat in garage since 01 without any work done on it. Fully charge battery, new plugs, new coil pack and new wires.
At a cold start it will make a couple of putter sounds that it may want to turn over but does not. When you try to start it after the intitial failed start it does not make any putter sound at all, it just turns over.

I dont own or have access to a fuel pressure gauge to test the fuel pump. Is there a simple way for me to diagnose and determine if it is in fact the fuel pump that is keeping the car from starting?? We did siphon out old gas and put new gas in car.

Also how can you releive the fuel pressure on a car that wont start with the fuel cuttoff switch?

I have allready checked the fuel cutoff switch as another possible cause but no love there.

Can you test the fuel pump relay and if so how?

spray some starting fluid and get the car start 1st!!!

might be a very stupid question but where do you spray the starting fluid? im 35 and never had any car where i had to do that

any vacuum hoses that goes into the intake manifold...pull it out spray some and plug it back there
