1999 Ford Escort Speedomeator/ Service Engine Light

My daughter has been out of town for a week her car sitting in the drive. We have had considerable rain. She drove it today she said Service engine light stayed on and speedometer does not work. I drove it around the block to verify. I looked at owners manual it said to check fuel cap it has a click on off type function. I did check and reclose the cap. She had also put gas in it today however did it after noticing the service light staying on. We bought the car a year ago it has ran fine the previous owner put a nother motor in it. I am wondering if there might be a loose or disconnected speedometer cable or if there is a fuse that could be involved? I thought maybe with the service light the fuel may be bad? I checked the fluids about a week ago they looked fine and no leaking that I can see on the driveway. If this is a loose speedomitor cable should i take it to a dealership or can a standard mechanic repair?
