1999 Ford Escort fuel pump

I just changed the engine on a 1999 escort se wagon, and the fuel pump does not turn on.
If I disconnect the air filter, and spray engine starting fuilid into the butterfly, the engine will start right up, but stop as soon as I stop spraying.
when I turn the key I don't hear the fuel pump running, I disconnected the fuel line from the filter - no gas pumped.

I have 1/2 tank of gas, and I checked the fuel cutoff reset buttun near the drivers knee.

any ideas whats wrong
