My temperature gauge always shows hot. When I turn the car on (from cold) the gauge (which was sitting at hot when the car was turned off) creeps to the right until it is pinned. I have replaced the instrument cluster and the temperature sensure in the colling system. What else could cause this situation?

The sender units for these are known to be problems. The new one may be bad OR. Are you sure you replaced the correct sending unit? There is one for the gauge and one for the ECM.

If my memory is correct, it's the one you find when you follow the top radiator hose back to the engine and it's screwed in behind the hose(facing the rear).
