Engine Mechanical problem

Car won't start when you turn the key the dash lights come on and buzzers for lights and seat belts but won't turn over. We had the battery checked it's good, changed the starter brand new one still no change. The strange thing is the car was given to us 6 months ago no problems then, but about 2 months after that it started this problem then we started popping the clutch to start it that worked, then after a 1 month of doing that it all of a sudden started working again with the key, now 3 months later it's doing the same thing again we're back to popping the clutch.
