1993 Ford Escort Car chugs when accelerating or during high

I noticed that when I drive my car up hills or need to accelerate, the engine chugs (even at high rpms) vibrates, and loses power. The rubber that holds the PCV valve no longer holds the PCV valve very snuggly. I replaced the fuel filter and the situation improved slightly, but it still has the problem. It idles pretty well, and if I accelerate very very slowly the car does fine. My aunt that works for an autoparts store suggested that it may be the Fuel pressure regulator. I guess this seems logical. Before I buy the part and replace it, I thought I'd ask you what you thought.

Check the fuel pressure and see where it's at, may be regulator, pump or neither. If that filter has been on a long time and it helped, it makes me more suspicious of a pump problem. I think the connectors are a problem at the pump on those as well.

PCV valve gromments are available.
