Try cleaning the idle air control valve with throttle body cleaner. Also look for any vacuum leaks.

Disconnect Idle Air Bypass (IAB) valve assembly connector from the wiring harness.
Remove two IAB valve assembly retaining bolts.
Remove valve and gasket.
INSTALLATION

Ensure that both throttle body and IAB valve gasket surfaces are clean. NOTE: If scraping is necessary, be careful not to damage IAB valve or throttle body gasket surfaces, or drop material into throttle body.
Install new gasket on throttle body surface and mount valve assembly, securing it with two retaining screws to71-97 in lb (8-11 Nm) .
Connect electrical connector for IAB valve.

Are you sure its carburated all information I have on a 1992 ford escort is fuel injected. If it is carbed. Try turning down the idle set screw. Usually oil in air filter housing indicates blow by.

Blow by is when the piston rings start wearing out in the motor. Pushing engine oil fumes into the air intake through the beather. Is this an american made ford escort? If it has a pcv valve try changing that first to see if the oil issue goes away. If not you might want to do an engine compression test to see if you have low compression in the cylinders.
