1991 Ford Escort #4 spark plug & air filter

My #4 piston keeps fouling out my spark plug, also I found a good amount of oil in my air filter. What might be causing this t happen.

Engine blow by will be your problem, this is when you have a ring problem and compression is leaking into the sump this oil is in suspension in the air and excess pressure is entering the air filter via the breather, the oil cools and drops out of the air and lays in the air filter.
