2002 Ford Escape EGR flow excessive

My 2002 Ford Escape's check engine light just won't go away. The code is P0402 EGR Flow Excessive. When I went to Auto Zone they gave me a list of things to change so I did. Changed all the vaccuum lines I could see, replaced the EGR valve, replaced the EGR sensor, replaced the EGR vaccuum solenoid, and now here I am with my light still on. I noticed a slight high pitched humming noise when the vehicle is on and when I accelerate it hums louder with the engine. Please help me if you could.

Are you sure the valve is closing? If you remove the vacuum to it, does the code change?

It has to it is a brand new EGR valve.
