1993 Ford E-Series Van Intermittent Winter Starting Cranks

Van will not start easily after sitting for a few days inside garage or outside. Minnesota winters, it has done this for a few years. Engine will crank fine and might fire occasionally. Pumping gas pedal rapidly may make it fire more occasionally, eventually pumping will get it to start. Not sure why that is with fuel injection. Turning key fully on and off does not seem to make a difference. Once it is running it will start again fine. Van is a lift equip van for our son with a dropped floor so fuel tank was replaced. Fuel pump and ignition switch were replaced for other reasons a few years ago. Never stalls when running (one time in summer a number of years ago it died and would not start) and then started again fine a day later. No codes are logged and our mechanics cannot find anything wrong with electical or fuel. I am going to listen for the fuel pump next time it happens. Seems to be more of a problem during big temp changes. Gas line deicer does not matter.
