1989 Ford E-Series Van idle rising up to max RPM

I just replaced the Idle control valve because the idle would rise suddenly and stay up.
The replacement did not fix the problem.
After the engine has fully warmed up, it will start racing up uncontrolably. Only way to bring it back to normal is to shut down and start again but it only lasts for a few minutes before it goes up to the roof again.
Can the EGR valve cause this kind of problem?
What would be the first parts to test?

I will answer to my own question so that others might benefit from the info.
It was a bad Throttle position sensor. The TPS is attached to the Throttle body at the bottom section. To remove and replace, you must remove the throttle body first.
