1989 Ford E-Series Van Engine is running to lean and won't

Engine Performance problem
1989 Ford E-Series Van V8 Four Wheel Drive Automatic

I have a '89 e350 van with a 460 engine and I would like to know possible causes for it running to lean. Have already changed out O2 sensor, catalytic convertor and run diagnostic on egr system and have run diagnostic scan and vehicle is not throwing any codes. Have also cleaned and checked the idle control valve. The only thing that I haven't checked or replaced is the mass air flow sensor.

Add vacuum leaks and low fuel pressure. Grab a can of throttle body cleaner(spray can), spry vac lines, seams at the intake manifold and around throttle body, a leak is found when engine idle speed changes. Keep the spray off hot exhaust system parts! Fire hazard.

Forgot to put in my first post that I also checked fuel pressure and it's running right around 50lbs and did the spray test for vac leaks and none were detected. When I did test the idle control valve I did note that it wouldn't completely stop air flow and I don't know if that is normal.

It is normal, you need air and fuel to mix at 14.7 to 1 ratio.
