1985 Ford E-Series Van electricity to the ignition switch

I thought I had a dead battery so I had it tested at Les Schwab.
The test showed the battery was fine and just needed to be charged. After charging the battery I installed it but the vehicle will not start. In fact there is no dashboard lights, headlights, and no hazard blinkers. Nothing happens when I turn the ignition key. I can jump the two connections on the terminal and make the starter work but there is no electricity for ignition. I've replaced a relay under the dash and the voltage regulator and got a new terminal block. Could it be the ignition switch ?
