Horn not working

I have a 1997 Ford Crown Victoria W/ Police interceptor. My horn is not working. I have checked and changed the horn relay switch and it still not working. When I press the horn on the steering wheel, there is no sound, complete silence. Usually when you blow the horn, you could hear the relay switch making a clicking sound. I did not hear the clicking sound. So please, tell me if you have if you have any solution to my problem.

Hi, I am a deputy sheriff and also install electrical components on police cars for my department. When installing a siren box, you can make the siren change functions by depressing the horn on the wheel, how you make this happen is to cut the horn wire, and connect each end to the horn ring wire of the siren box. When decommisioning a car, I have found that it is common practice to disconnect the horn ring and not to hook the horn wire back together. If you look where the middle console was for sirens and lights ect, find a bundle of wires, and there should be a lot of them disconnected. With a test light, begin seeing if any of the wires are HOT. If the horn sounds during this process, the wire was never reconnected or has become unconnected. Simpley find the wire that comes from the wheel and recconect it to the one that blew the horn, Problem Fixed.
