Ford Crown Victoria Wont turn on

Ford Crown Victoria V8 Two Wheel Drive Automatic 148000 miles

The blower was going on and off for a while. Now nothing I have checked all fuses tried a new blower motor I want to know if the relay # 3 under the hood marked cooling fan is for the ac or a fan to cool the engine? I am stumped as to what to try next the air was super cool when it came on. No air comes out hot or cold. Is there a relay or fuse not in owners manual ?

The cooling fan relay is for the engine cooling fan. Check at the blower motor to see if there is current at the connector. If there is not any current, go to the fan speed switch to see if there is current going in to the switch and coming out. The year would help so we can check wiring diagrams.
