1999 Ford Contour electric fans

Both electric fans turn on shortly after starting car and stay on.Today it's 20 deg out.It dose'nt matter if the air is on or off or if heat is on or off.I'm assuming there's a sensor failure but I don't know what it would be.The heat works fine and the engine gets up to temp as always.The check engine lite has been on for a long time,my mechanic thinks there's a problem with one of the four cats but the thing runs fine. thanks

first check cooling fan relay(s). if OK suspect faulty engine coolant temperature (ECT) sensor. if engine codes point towards faulty catalytic converter, this would not impact the cooling fans at all.
