1994 Ford Bronco slamming into gears

Sporadically the transmission is not wanting to shift gears so RPM runs high then slams into gear. Turn car off then restart and it usually goes away. Also does not happen all the time.

There is a Tech Bulliten on the TR sensor harness loading up with water, check it out.
