Hi there,
If the thermostat fails to open the circulation of the coolant is near zero and such will be the circulation through the heater core. The engine will boil in the block but the heater will be cool due to no circulation. A thermostat stuck fully open will give the engine maximum circulation, the engine will take a longer time to come up to temp and the heater will fell inefficient. If in doubt change the thermostat.
