1993 Ford Aerostar Overcharging

Please help. I came out a couple of days ago and the battery was completely dead. I jump started the van and it seem to run fine, but I noticed the AMP light on the dash was on and the AMP gauge was pinned at over 18 volts. Then it went back to normal and the light went out. 2 Days later the battery was dead again. I jumped it and took it for a ride to let it charge. I replaced the battery with a new one. While driving it, the AMP light would go on and off at different times and the AMP guage was pin at over 18 volts and then go back to normal. I put a volt meter on the battery terminals and when the AMP meter was nomal, it read about 14.5 volts, but when the AMP light was on, the voltage went to about 18.5 volts. I disconnected the battery while the van was running and it stayed running, but something is causing the AMP light to come on and the APM guage to get pinned at over 18 volts. Is this a bad altenator, or is there something else going on. Thanks in advance for any help.
