Electrical issues

I noticed one day my blower motor had stopped working and later on after turning on my lights I realized it was all bad. When I switch my headlights on, I have none, I have tail lights, brake lights, park lights, license plate lights and blinkers and hazards but only with the lights switched off. When they are switched off and I turn my blower motor on my blinkers come on and stay as does my indicator light. There is a loud buzzing sound that comes from both fuse boxes when the lights are switched on and the key is on. Also, when I hit my brakes with the lights switched on the buzzing stops. I have replaced all the fuses and relays and my alternator and battery.

This morning I checked the voltage at the headlight bulbs and I am getting 14 volts, but from the headlight relay to the ECM relay I am getting.08.

Problem most likely is due to a bad ground circuit somewhere. Power is getting to their respective components but there is insufficient ground for all the components to work correctly. I would suggest checking all grounding points and if any repairs or painting job was done prior to this, then concentrate on those areas.

Also, check all major connectors especially at the fuse box.
