Will not start

This van is an E-250. Installed rebuilt transmission, hooked up battery van will not start. No codes. Engine turns over has spark but no fuel. Engine ran fine when disconnected. Checked fuse, inertia switch. Any idea's where to look next would be helpful?

There are actually three fuses. I assume you know about fuse #13 in the battery junction block (BJB), but the other half of that fuel pump relay is fed from a PCM power relay and that relay has two fuses, a #21 in the BJB and a #8 in the central junction block (CJB).

All fuses are good in both fuse boxes.
