The heater blower runs for only few seconds after the motor is started and regardless of the blower speed.
Sometimes after a long while blower will run for few more seconds and shut down again.
If I turn off the ignition for 40 seconds or so and turn it back on the blower will run for few second and shut down again.

While looking for a wiring diagram on mitchell, I found a tip that was added that fits your scenario and would check the first. Post back if all is good or you need more.

If you are having trouble getting the blower motor to work and the control switch and motor test out fine check the resistance of the green wire that runs from the ignition switch to the blower motor and provides the motor power with the key in the run position. Chances are that there will resistance and it will vary quite a lot. I have found the problem to be in the connector where all the wiring from the steering column plugs into the main dash harness and if you separate the two halves of the connector you will find the the green wire one is melted and not making a good contact.
