1998 Dodge Van VAN WON'T START IN TEMPS BELOW TNE DEGREES

Our 1998 Dodge Grand Caravan won't start in very cold weather. Its a 3.3 liter engine. The battery is only six monts old. It was tested and is doing great. It will crank and start and die three times and then it won't crank at all. It acts like its getting no fuel to stay at cold idle. Initially all the lower counsel idiot lights do not light up, nor the engine light. No odometer or transmission display either when I turn the ignition on. Any helpful suggestions would be greatly appreciated.
