97 Dodge Stratus 2.4 Coolant Drain

I found the coolant drain petcock on driver's side of radiator. After removing mid section above radiator I picked up slightly to tilt radiator back to allow turning of petcock and it doesn't work. I also tried sticking a wire up radiator mount above petcock to see if it was clogged, not a single drop. And please don't tell me to remove bottom hose, this would require removing the front grill, air bag sensors, breaking push fasteners, etc. How do I drain coolant?

P.S. -Chilton Book said it was on other side.
Is this a placebo petcock with no out?

We just had a 98 cirrus in the shop and I remember the grumpy old tech moaning about it. That one was on the passenger side and the o-ring on it had to be replaced. He had to pull it out to get it to drain. He accessed it throught the parking ling light assy after removing it.

Hope this shed some light.

Hope this shed some light.[ No, no light yet- already did the basic stuff to this car, replaced lower control arms /ball joints, valve cover & O-ring gaskets for spark plug tubes, recalled stuff for this car that previous owners didn't do. ]
