1996 Dodge Stratus New battery installed-4 ways flashing

We took my mother-law's car to the garage and had a new battery put in. Now the hazard lights won't stop flashing. The car is drivable if the fuse is removed but then the windows won't go down without the fuse and it is too hot outside. The key fob is missing but we trying to lock and unlock the drivers door with the key but it did nothing to reset the problem. There is a remote starter for the car but we are not sure if that is a contributing factor.
What should we do???

The alarm system was activated
install the fuse back
put window down
disconnect battery negative side
place key in ignition and turn to ON
close door
reconnect the battery
start engine
that should clear it for you good luck
