1996 Dodge Stratus Car won't start

Engine Performance problem
1996 Dodge Stratus 4 cyl Automatic

This morning around 1 a.M. I went to leave a friends so when I tried to start my car I turned the key and it made one quick noise and then nothing. I know it isn't the battery becuase the lights, radio, etc still work. When I turn the key all the way and hold it there, the speedometer and other gauges will turnback and forth. The engine itself does nothing. No noises like its trying to start or anything.

Welcome, you still need to be sure the battery has a full charge and the connections are good. There is a starter relay in the power distribution center, under the hood, you can check voltage circuits, there. Make sure tranny is in park or neutral and the e-brake is set.
