2001 Dodge Ram won't run or start

Last night my desiel ram refused to start after filling up with fuel.I tried to assertain if the fuel pump was out by spraying wd40 into the turbo but this did nothing. The engine still did not fire. Now it refuses to crank except when I try jumping the starter. But it does not fire.

Is this the ignition module? If so, where is it located. Or is this something else

The fuel pump is a good possibility, the ignition control mopdule for that model should be located in the distributor or under the cap or by the cam!
