Disconnect the rubber fuel line from the discharge side of the fuel filter housing. Connect a short hose to filter housing and place in a small container( 2 liter soda bottle, etc). Turn key and bump the starter. This will allow the low pressure fuel transfer pump to run for 20 to 25 seconds. If you just turn the key on the pump will only run for 2 seconds. @ the end of the run cycle you should have 40 or more ounces of fuel. If you get no fuel or very little fuel then start troubleshooting the transfer pump.
