When trying to start the truck I can turn the key backwards ok, I can turn the key to the off position and take the keys out, I can turn the key 1 position forward but it locks at that position. I can move the gear shifter in the first position but still can not move the key any farther. One more thing is that the steering wheal dose not lock in the off position.

It sounds like the tumbler may be bad. Also, there is a rod that runs from the tumbler to the ignition switch. It may be damaged or have come disconnected. You will need to remove the steering wheel and part of the steering column to access it. If you have no experience with an air bag, I recommend having it done by a qualified mechanic.
