1989 Dodge Ram won't turn over

1989 Dodge Ram V8 Two Wheel Drive Automatic

we have replaced the starter, checked the flywheel and battery. Starter will try to engage but will not turn engine over. tryed to jump the starter wires but got nothing. Flywheel is not missing teeth and the pulley in front will move when the belt is turned manually. What could be wrong??

If you can turn the crankshaft manually 720 degs the engine is not seized if not its binding somewhere inside-If its not seized the starter overrunning clutch is slipping or you have an excessive voltage drop.
