1988 Dodge 600 4 cyl 144,000 miles starts and runs for a few seconds but won't stay running. I changed fuel filter. Temp around zero. Would HEET solve my problem?

Have the fuel pressure check to rule out other things involved in the fuel system.

The car sat since nov 06. I picked it up last Saturday and filled up gas. Car ran great until Wed. Morning. Temp is about zero and I think gas had some water in it and froze. Also I tried to jump another car with this one, could I have damaged the coil?

Shouldn't have anything to do with jumping the other car. Sounds like a definate fuel problem. Could be a fuel line thats rusted or crimped, or the fuel pump. Etc.
Try disconecting the fuel line above the pump while cranking the ignition to get a look at the flow. If it looks good your problem is further up than that.
