97 dodge neon that does not want to stay running

i have a 1997 dodge neon that has 112,000miles on it the engine is a 2.0L sohc. ok here is my is my question i just changed the timing belt and water pump and have timed it four different time an di am right on the marks. i went to go and start it and it would not start but if i put the gas pedle to the floor and hold it there it will start and run but it will not get any higher than 3000 rpm and there is no coolant in the oil but the oil does smell like fuel i need some help trying to get it to run and need to know what i did wrong. thank you

Sounds to me youre timing is out of range, The engine is not allowing the fuel to mix with the air mixture.
