Car will not start

I try to start my car and it will not start. It does not click or anything, The only thing that works is the front headlights and air conditioning. Had the battery tested and it was good, they tested the started three times and said it was good. Tested ignition switch it was good. I see a wire that goes from the starter fuse link I guess it is called and it is cut, part of the wire is missing. Could this be an issue? I tried pulling the wires together but the car still does not start. Could this be the computer? Also, the radio does not come on. I also tested relay starter since horn is working, and it was not that either. Please help me.

Could be the starter, starter relay, clutch switch/park and neutral switch/transmission position switch and ignition switch assuming the battery and connections are good.

It all started with changing a fuel pump, I drove about three hours, got out the car for about an hour, jump back in and it would not start. Lifted the hood check the relay and it was hotter than normal, so I replaced it still will not start. I can hear the pump priming, little pump pressure, low voltage at the coil and injectors. What is wrong?
