2001 Dodge Neon broken wire in wheel well

While rotating the tire I noticed in both front wheel wells that there is a wire that has a slide clip on one end that hooks onto the inner fender well where there is a plastic plug on both sides of the car and the wire runs down to a piece of metal I think is part of the strut mount. The wire has a end crimped on an end that it is screwed into but the wire is broke from the connector on each side of the car, what is this wire for? Are they ground wires for something. The only thing in the car that doesn't work right is the radio, it seems to work for a little while and then strange characters show up on the display and it will quite working. The first radio quite working altogether after awhile so I got a replacement and it is doing the same thing. Any help would be appreciated

Those little wires are ground wires. Thier purpose is to remove electrcal charges that will pit the wheel bearings. This was told to be the dealer several years ago as I wondered the same.

The wires that you see are part of a ABS Wheel Speed Sensor there is one on each side, and the metal chunk it the sensor its self, it plays a roll with the ABS to tell the car how fast the tires are spinning. With the older Neon's if one is broken it screws with the speedometer. Like I said it screws up the speedometer, and on my neon the speedometer does not work and the mileage also does not work.
