2000 Dodge Neon excessive heat

I've noticed that the engine compartment on my car gets extremely hot, even after short trips (less than mile) and at night when it's cool. It's so hot you can't touch anything, not even the rod used to hold hood up. One time I heard bubbling noises coming from top radiator hose. There are no leaks, car doesn't overheat, gauges read normal. The air-conditioning and heating systems both seem to work properly. Lately, though, at night the windshield will fog up from excessive moisture I think. This happens more often and when I have not been using a/c or heater. It seems like excess heat off engine compartment is causing it. Also I have been having to add 1/2 - 3/4 qt. Oil every 6 weeks or so but I can find no leaks. Radiator fluid levels are good, there is no oil in my coolant or coolant in oil. Sorry donation is so small, but I recently lost my job and it's all I can afford

Are the cooling fans coming on?

Did you bought this car brand new if so try replacing the thermostat, don't work check the radiator if its clogged and also the water pump if its functioning. If it continues get it block and pressure tested to rule a blown headgasket, cracked head or block.
