engine will not even turn over?

I have a 98 neon with 115000 miles on it and a couple of days ago I was driving in a snow wtorm when I started to hear a burning rubber smell. I thought it was brakes because we were in stop and go trafic so I ignored it. About a mile down the road my temp gauge went from normal to past the H indicating that it was over heating then right about the same time my battery light came on. I stopped in the first parking lot I seen and shut the car off. When I went to go start it again the car was dead. No sounds at all when I turn the key to start it. check oil and fluids try to get a jump and if not try to tap on the starter while trying to starter and about the smell was all wiring ok????

It sounds like the engine has overheated and has locked up, here are two videos to help confirm the problem.
