engine will not even turn over?

I have a 98 neon with 115000 miles on it and a couple of days ago I was driving in a snow storm when I started to hear a burning rubber smell. I thought it was brakes because we were in stop and go traffic so I ignored it. About a mile down the road my temp gauge went from normal to past the H indicating that it was over heating then right about the same time my battery light came on. I stopped in the first parking lot I seen and shut the car off. When I went to go start it again the car was dead. No sounds at all when I turn the key to start it. My belts are in tact and I have full power to the motor. When I turn the key over all my dash lights come on. Could this be a bad starter or solenoid? or something more serious?

check oil and fluids try to get a jump and if not try to tap on the starter while trying to starter and about the smell was all wiring ok????
