1996 Dodge Neon Engin won't start

I have been driving this car for a couple of weeks, sometimes my speedometer would just go to 0 or bounce around while driving, if I hit the speedometer part of the dash it seemed to correct itself. Now my car won't start at all. I drove home because the car was acting up, kind of stuttering, then it would be ok. Is this a speed sensor issue? if so, would it be best to change both ends? or does this even sound like a speed sensor issue? I've never changed a speed sensor before, is this fairly simple?
