1998 Dodge Durango engine tries to crank but won't

Engine tries to crank but won't -almost like the battery is dead. Had battery tested-tested good. Had starter tested-tested bad, put new one on same thing. Put new cables on same thing. Relays are good fuses are good no codes no lights at least prior to problem. I even bypassed ignition wire with my own jumper wire-still same thing. I'm stumped!
