2001 Dodge Dakota Starter

My Dakota will not start. It clicks real fast as if the selonoid is bad. I put a new starter and selonoid but it is still doing the same thing. I changed batterys but still the same.

Hi, thanks for the donation. The clicking sound makes me wonder about the actual voltage reading at the starter relay. The top terminals, in the diagram, Voltage to load/switch side of relay, is hot all the time. Voltage to the coil side of relay, goes hot with the key in the crank position. The ground for coil side of relay, is grounded by pcm, for automatic, which makes me wonder about the security system. I'd have to check circuits at starter relay.
