2000 Dodge Dakota hard to start

My 2000 Dakota has 118k miles. It resently began to turn over hard, dragging as if battery was low. I can keep turning it over though , several times if nessesary, until it reluctantly starts. After starting it may or may not cont. to run when I take my foot off the gas. Once warmed up it runs fine.
Timing belt or starter???
