2000 Dodge Dakota 2000 Dodge Dakota - starting problem - fu

Mechanic recently replaced fuel pump and associated relay. Fuel pressure now tests ok, but engine still fails to start at times - just flutters and dies - or cranks without starting. (Just noticed a "chiming" sound while attempting to start it - not sure if that is normal or not!) Idle speeds seems lower than it used to be. Seems to run ok, once it starts. Any ideas?

Was the fuel pressure regulator checked or replaced? If it is bad, it can allow the pressure to leak back to the fuel tank causing a delayed start. Also, can you explane the idle issue to me?
