Facts: 99 Dodge Caravan, 3.3 flex fuel (G) engine, 142,000 miles (77,000 miles on the engine)

I just replaced the engine in the vehicle, purchased at a salvage yard with 77,000 miles. Used engine was complete except for accessories. It runs great except for the rough idling problem. Gas mileage is a little low (17 or 18 mpg) but I haven't taken it very far so it's mostly all city driving.

Engine starts right up, idles like it's trying to find some happy place to be, gets real rough when the AC is on as it putts and struggles to stay alive but does not stall. Once the engine is revved to about 2000 rpm it seems to run fine. Does not have problems driving.

The Service Engine Soon light is on and stays on but I have not had any success obtaining codes using the key method.

What I have read seems to lead to either an EGR Valve problem or an Idle Air Control problem. Any ideas?
