2005 Dodge Caravan Won, t start after sitting

Electrical problem
2005 Dodge Caravan 6 cyl Front Wheel Drive 80000 miles

Have checked starter relay at terminal 30 12.6 volts and at terminal 86 while cranking 11.99 volts but problem still exist at times I, m thinking something at starter? Might I be right.

Just curious, key on, no crank, what is reading across battery posts. When you turn the key on, no crank, there will be some voltage drop, then when you turn the key to crank, there should be even more voltage drop. My thinking is the voltage readings you gave are too high, engine cranking? The relay may not be energizing? Your security system may be causing an issue? The ground for coil side of relay, is grounded by the pcm.
