2005 Dodge Caravan Automatic 60000 miles

When I recently replaced my rotors for the first time on this vehicle, I found one rotor had a lock washer and the other didn't. Is it necessary to have these on both rotors?

I'm not sure what you're describing. Maybe it's a round sheet metal thing that I would call a speed nut on one of the lug bolts? Perhaps useful to hold the rotor flat against the hub when reinstalling the caliper, but not really necessary. The lug nuts hold both the wheel and rotor in place.
