2000 Dodge Caravan FUll lights, but no start in the start p

I have a 2000 dodge grand caravan, 3.3. I put th ekey into the ingnition, all the lights come on and I have full electrical power, but when I turn the key ot the start postion, nothing ! I've changed the ingition switch, the tumbler, the starter motor, still nothing ! The battery is healthy. If I close the starter relay manually ( I took off the protective caps) the starter jumps, but no start. I've checked every fuse ( thier good) I've checked the wiring, all good. I've disconnected the transmission shifter and moved the transmisson shifter manually to see if the car is actually in park (which it is) and I replaced the shifter. Is there some magic code I'm not putting in some where? It seems like a system like an anti theft system has kicked in. I've disconected the battery over night, I've hit the panic button on my fob which works fine ( the horn went off), HELP !

Hello, did you check for voltage at the relay circuits? Voltage for the control side of relay goes hot with the key in the crank position. The voltage for the load side of relay is hot all the time. The computer grounds the coil side of relay in order to energize.

I don't know all the ins and outs of your theft system. I have heard of a grand caravan having a theft issue that caused a starter problem. After so many crank attemps, the computer would shut down the starter circuit. An oem scanner was used to fix it.
