My 2000 Dodge Caravan, 100K Miles, 3.3L engine temp reaches nominal temp very quickly. Ususally withing 2-3 miles of driving. But does not read HOT. The temperature gauge reads normal but the engine compartment is extremely hot. So much so that the paint on the hood is bubbled in places and too hot to touch. The car does not burn oil and is not leaking any fluids. It runs completely normal otherwise. What could this be?

For a start try changing the thermostat and see what happens.
