There is a high pitch whine thats corresponds with engine rpm. No power loss, all fluids are ok. It seems like it coming from the drivers side area of engine area. It starst at about 1000 rpm. If I shut engine off for a few seconds, then restart it goes awa for a few minutes then comes right back.Is this a tach cable or is it something I should be really concerned with? HELP.

When the car is not moving or moving it makes this noise. It corresponds to the rpms. Now when I accelerate it wont give me power. When the car sits for a bit....then it will go but then power reduces
